Oshkosh, July 22, 2025 – After more than a decade of advocacy, engineering input, and regulatory fine-tuning, the long-awaited Modernization of Special Airworthiness Certification (MOSAIC) has officially landed.
Unveiled by U.S. Secretary of Transportation Sean Duffy at EAA AirVenture Oshkosh 2025, this landmark rule redefines what’s possible for light sport aviation. And for Montaer Aircraft, it couldn't come at a better time.
From Restriction to Revolution
The original Light-Sport Aircraft (LSA) rule of 2004 was a game-changer in its day, opening doors to aviation enthusiasts with simpler aircraft and lower medical requirements. But over the years, the limitations became clear—especially the 1,320-pound maximum takeoff weight and speed cap of 120 KCAS, which excluded many capable and safe aircraft from the category.
MOSAIC changes everything.
The weight restriction is gone.
Aircraft with up to four seats now qualify under the LSA category.
Sport pilots can fly aircraft with clean stall speeds up to 59 KCAS, with flaps-down certification stall speeds up to 61 KCAS.
Aircraft can feature retractable landing gear, constant-speed props, and even electric powerplants—with proper training and endorsements.
Top level flight speeds soar from 120 KCAS to 250 KCAS.
Helicopters and eVTOLs are also welcomed under the broader umbrella.
Within 90 days, pilots holding sport pilot privileges will gain access to about 75% of the general aviation fleet, including aircraft once considered out of reach like the Cessna 182 and Piper Cherokee. A year from now, we’ll begin to see new, modern aircraft designed with MOSAIC in mind, entering the fleet with significantly reduced certification costs.
